While on routine park patrol, PSD Officer Ray Chen saw a young man scaling the fence into Southpoint Park. It was after 10:00 p.m., the normal closing time.

Officer Chen, who's a newcomer to PSD, followed the teenager into the park where the vandal joined two companions. Several cans of spray paint were at the ready, and some defacement had already taken place.

Under questioning, the group admitted spray painting the outer walls of the Southpoint Park comfort station.

Chen, assisted by PSD Lieutenant Rodell Lindsey, Officer Leonard Bunbury, Officer Brian Ortiz and Officer Corey Fischer, made the arrests at 1:15 a.m. today.

The three, none of whom were Roosevelt Island residents, were charged with Criminal Trespassing, Making Graffiti and Possession of Graffiti Instruments, all misdemeanors. Members of the NYPD’s Vandals Unit responded to a call from PSD.

If convicted, the trio faces up to three months in jail or one year of probation, a fine and mandatory participation in a community service program geared at reducing the amount of graffiti in New York.

“This was an excellent observation arrest by a new officer while on solo patrol,” PDS Chief Jack McManus said.

Carrying through on RIOC's commitment to beautifying Roosevelt Island, the graffiti was removed by RIOC's Parks and Recreation staff.
