RIOC Goes Retro with All Caps Advisories

So, why is RIOC shouting at us?

One of the first things we learned, at least a decade ago is, "Typing in all caps is Internet code for shouting, and it is rude." (New Republic, April, 2014) As the most recent RIOC Advisories show, the State agency failed to get the most basic message.

It's always a little weird when RIOC begins advisories with this:

"This is an important message from the RIOC Advisories alert system..."

Well, of course, it is. Otherwise, why would you be sending it? It's not a convention seen anywhere else, but with RIOC, it's embedded in a system template, apparently permanent.

Not to be outdone, RIOC sallies forth with another anomaly: 

"Please click here to acknowledge receipt of this message" they ask in a hot link. (And, no, they don't include punctuation.)

Does anyone do this? What's the point? Is RIOC afraid their precious messages are disappearing, unread, out in the ether?

Perhaps to reinforce the significance of the alert, RIOC goes on to yell at the top of its internet lungs:

"PLEASE BE ADVISED THERE WILL BE NO TRAM SERVICE TO AND FROM ROOSEVELT ISLAND ON SUNDAY MARCH 10TH, 2019."

A not unexpected announcement, and they go on to bark ferociously that they will continue to pay no heed to the needs of vulnerable residents:

"RED BUS SHUTTLE SERVICE WILL BE AVAILABLE TO AND FROM THE MANHATTAN TRAM STATION ON SUNDAY, MARCH 10TH FROM 11:00AM TO 8:30 PM, BEGINNING FROM THE ROOSEVELT ISLAND TRAM STATION."

So, why is RIOC shouting at us?

Proving it was no fluke, less than a half-hour later, RIOC shouted another alert, one that shows that the importance of the announcement does not dictate the tone:

"PLEASE BE ADVISED THAT DUE TO CONSTRUCTION AT RIVERWALK BUILDING #8 THE NORTHBOUND LANE OF THE EAST ROADWAY OF MAIN STREET FROM THE ROOSEVELT ISLAND TRAMWAY TO THE BLACKWELL HOUSE TURNAROUND  AT 500 MAIN STREET WILL BE CLOSED TOMORROW THURSDAY MARCH 7TH FROM 7AM TO 6PM.  THERE WILL BE NO PARKING FROM THE FRONT OF 405 MAIN STREET TO THE FRONT OF 475 MAIN STREET."

It's not just that somebody's caps lock is stuck on. Punctuation seems also to be limited to periods, no commas allowed, even for clarification where screaming capitals challenge our developed reading abilities.

About a year ago, RIOC President/CEO Susan Rosenthal hired Alonza Robertson as Public Information Officer with a goal of sprucing up communications. He did that before joining the long list of unexplained disappearing acts at 591 Main Street. Apparently, the impact of Alonza's presence vanished with him.
